It's usually for a duplicate post. We will bump the eldest post up to show that it is already posted.

You can also use it to bring back a post that's still good and has gotten buried. I do it when I am looking at offers to see if they would be re-posts or not, and if it's been a while since there was activity in the thread, I'll bump it for the newer people here who hadn't it back when it was posted. :)
