That's actually standard for Candian residents when they enter a contest or sweepstakes. It's required by Canadian law.

Wasn't totally certain why it's required by their laws, so I looked it up. Here's an About.com page link that will explain the difference in the U.S. and Canada legal approach for sweepstakes and contests:
